Packard is the leader of the Kamui Unit, a radical group of zealots under the Holy Sidonia Empire. The Kamui Unit is specifically tasked with eliminating those who threaten or defy the Light God Faith. Their primary targets are individuals and organizations that disrupt the Church’s control, particularly those using Light attribute magic for purposes that undermine the Church's practices, such as the Purifier and affordable healing potions that compete with the Church’s monopoly on healing magic.
The Kamui Unit was sent to Bolton to destroy the source of these competing magic devices, but their mission ended in failure. Despite the typical expectation that they would commit suicide in the event of failure, the unit members were captured and detained by Margrave Bolton due to their slave contracts, which prevented them from taking their own lives.

Packard, as the military leader of the Holy Knights, is tasked with overseeing the empire’s armed forces. He reports that his soldiers struggle to approach the barrier around the Spirit Tree due to the miasma, which repels them and even makes them feel uneasy. However, like the others, he does not realize that the miasma is affecting his own perception. He sees the barrier and the area around the Spirit Tree as dangerous and potentially corrupting, which leads him to avoid getting involved with the Sanctuary. The miasma’s influence has caused him and his forces to be reluctant to engage with this external threat.
